IMO, that's a lot of cost & effort to keep using 8 year old software. That's assuming the OP has access to a Windows version of PS Elements. Windows 10 (another cost) and install Windows on Parallels. OPTION 1: Purchase Parallels virtual machine for (80 Euros/year). Now that 64-bit Monterey is installed, it can't be reverted back beyond Big Sur or Catalina - neither of which support older 32-bit apps. The OP should have upgraded from Sierra to MOJAVE, not Monterey. I don't know who recommended this upgrade or why but this was an unfortunate move.
